Abstract

The militia's functions include conducting maritime guerrilla warfare, such as reconnaissance, early warning, creating obstacles (e.g., sea mines and fishing nets), and capturing enemy personnel. A key directive is organizing and executing "Three Warfares" missions at sea (public opinion warfare, psychological warfare, and legal warfare), which supports combat operations by engaging in legal conflict and undermining enemy morale.
