Abstract

Since 1928, Soviet economic development has, in essence, represented the progressive realization of the patterns foreshadowed by the First Five-Year Plan. This has been particularly true in the emphasis laid on heavy industry, in the organizational forms of agricultural enterprises, in the geographical distribution of industrial centers, and in the lay-out and functioning of the nation's transportation system.
