Abstract
Theater Security Cooperation (TSC) is an all-encompassing term, and this article provides a general understanding of what TSC includes and what challenges the structure of TSC faces within the U.S. system. This article then lays out the role of the Maritime Operation Center (MOC) for developing relationships with partners and proposes using the Navy Planning Process as the way the MOC manages TSC activities at the staff headquarters.
