Abstract
Just as Mahatma Gandhi had extraordinary power to evoke mass support for the calculated positions he took during the nationalist struggle, so the design and conduct of Indian foreign policy since independence must be regarded mainly in terms of one individual and his immediate associates, however wide the popular support for the postures adopted.
