Abstract
In contrast to this generally accepted view of the conflict, a plausible case can be made for an appraisal of the conflict in which the numerous and complex causes generally cited as the compound basis of the tension all become effects of a discernible strategic decision made and adopted in the Soviet Union sometime about 1958.
