This article is excerpted from a correspondence course solution submitted by Lt. Comdr. Thomas E. McGovern, Jr., U.S. Naval Reserve, who is a student in the Naval War College Correspondence Course, International Relations, Lieutenant Commander McGovern has taken a series of questions from this course in combination in order to produce a highly professional analysis of a subject of paramount interest: war.
