Abstract
The war in Vietnam is the subject of the most serious controversy in recent U.S. history. The recent Time cover story on John Kenneth Galbraith quotes him as saying, "Vietnam is not one issue. It's the whole issue." 1 So much emphasis is given to debating the future of Vietnam that one almost forgets that there are other countries in Southeast Asia which must be considered when formulating American policy in that area.
