Abstract
The results accomplished by the practitioners of that exotic and fragile science known as "Kremlinology'"over the past two decades have been so uniformly successful as to encourage new recruits to enter the rank of this learned fraternity. Nevertheless, Americans remain fascinated by conjectural explanations or Soviet foreign and military policy.
