Abstract
All too often national strategy is regarded simply as an extension of the policies which it serves, with the result that its study is limited to consideration of its political, economic, and military ingredients, '!'his approach involves a direct cause and effect relationship between an external threat and the policies and strategy which are developed to counter it.
