Abstract
There has been much talk in recent months about setting new national priorities. I think this kind of talk is basically healthy. And, of course, you gentlemen will spend some time on this topic in the spring. We should consistently be reviewing our Federal programs, discarding old ones, including new ones, and changing priorities to meet the country's needs as effectively as possible.
