Abstract
By early 1971 it had become apparent that the Soviet Union was serious in the maintenance of a naval capability in the Caribbean. In the past 2 years the presence of Soviet warship in the Caribbean and the Gulf of Mexico has become almost routine. Major Soviet task force visited Cuba in July 1969 and in May 1970, and on 9 September 1970, a six-ship Soviet naval squadron arrived in the Cuban port of Cienfuegos. 2
