Abstract
Relations between the Soviet Union and the People's Republic of China have the potential for violence. Given the expanding nature of China's nuclear capability and the perceived threat this expansion represents to the Soviet Union, one can easily recognize the pressure on the Kremlin to act while the situation is still of manageable proportions.
