Abstract
Nuclear stalemate and its most recent manifestation, détente, have led the United States to adopt a policy of ''conflict avoidance" as the primary emphasis of our national strategy. In response, the Navy has given the presence role a far higher priority in its consideration of the four principal mission areas.
