Abstract

It may be helpful to start by attempting to place this topic within its proper parameters: that is, to focus upon the issue of perceptions, as viewed by theoreticians and policymakers alike within the Soviet Union and, hopefully, if one can educate Western analyst,, outside the U.S.S.R. as well. The reason for this emphasis is that the concept of perceptions relates to the crux of the great n game" of international competition and conflict.
