Abstract
Terrorism in the nuclear era raises the distinctly unpleasant and highly dangerous possibility of the use of a nuclear device by terrorists. Such an incident would be serious enough by itself, but its effect could very well produce an extraordinarily serious crisis which might precipitate war.
