Abstract
In an attempt to do something of that kind I wish to discuss what we really mean by "policy" in foreign affairs. At the outset we are faced with a problem in semantics. The language of diplomacy, at least until the Russians revised international manners, has been formal in style and notable for understatement. It is not infrequently equivocal in expression.
