Abstract
If the debate over foreign policy today has a focus, it is detente, But that focus remains blurred, chiefly because there is little agreement on what detente means, To some it is a Soviet formula designed to lull the United States into a relaxed defense mode, while the Soviets pull ahead in weapons. Others see it as an expression of accommodation in a nuclear-warhead-saturated age, as a mutual superpower recognition of the futility of trying to settle disputes with weapons.
