Abstract
The past 5 years have seen a dramatic increase in the level of military buildup in the East African states of Somalia, Ethiopia, Sudan, Uganda, Tanzania and Kenya —a development that has, in certain cases, led to an extravagant diversion of very scarce human and financial resources.
