Abstract
For the past decade, Western naval leaders have spoken of "a Soviet naval buildup" and continue to use the same language to describe the very different situation today, a situation marked by a sharp increase in the allocation of resources to naval shipbuilding, a marked rise in the navy's political clout, and a new approach to the role of seapower in Soviet policy.
