Abstract
In February 1980 Soviet President Leonid Brezhnev sent a personal message of greetings to the workers and staff of the Bhilai Steel Mill in India on the 25th anniversary of Soviet-Indian economic cooperation.1 The Bhilai Mill, which supplies one-third of India's steel, was built and is now being enlarged with Soviet assistance. Bhilai was followed and surpassed by the Bokaro Steel Mill, a gigantic project also financed and built by the Soviets
