Abstract
It has been long understood that the balance of power, and particularly changes in the balance, can have profound political consequences.• Adverse shifts in the balance narrow the options available to those who find themselves at a disadvantage. It compels them to take greater cognizance of the wishes and interest of that state perceived to have the strategic, advantage.
