Abstract
Introduction, Estimates of military and economic efficiency gains have served as a catalyst to a general consensus on both sides of the Atlantic that rationalization, standardization and interoperability (RSI) is more than a worthwhile goal-it is a necessity.1 A consensus has not been reached, however, on the appropriate paths to that goal. Many Europeans see standardization as leading to greater dependence on the United States for technologically advanced weapons systems.
