Abstract
Although considerable attention has been given to "tactical" nuclear warfare by some people in the U.S. Navy in the last 2 years, the Navy remains woefully deficient in this increasingly important area of operations. To be sure, the Chief of Naval Operations has directed the service to improve itself in this direction. He has established an office in Opnav, Op-65, that is directly responsible for nuclear warfare at seat for appropriate weapons development. and for the employment of those weapons. Additionally, he has established a new program manager, PM-23, in the Naval Material Command, also responsible for nuclear warfare considerations.
