Naval War College Review
Abstract
"Amphibious warfare and combined operations," claimed Admiral of the Fleet Lord Roger Keyes, shortly after having been dismissed by Prime Minister Winston S. Churchill from his post as Director of Combined Operations, "is a form of warfare which is responsible for the foundation of our great worldwide Empire."' It would indeed have been difficult for an island power to have acquired an empire any other way.
