Abstract
Western political and military leaders had some reason for satisfaction as they viewed the globe on the morning of D+30. First, the war was still a conventional one. The past 30 days had seen tragic loss of life and terrible destruction, but nothing like that which would have attended exchanges of tactical nuclear weapons on the continent of Europe.
