Abstract
Two quotes caught my attention in my early weeks at the Naval War... College. The first is on the wall of the passageway connecting Spruance and Mahan Halls: "Since war s begin in the minds of men, it is in the minds of men that defenses of peace must be constructed. " The second is from the CNO 's address a t this year 's Convocation. Admiral Trost said "In naval warfare and in w a r fa re in general, ideas are the ultimate force multiplier. That is w he re the Nava l Wa r College comes in…While I am CNO, there will be no deficit in the balance of ideas he re if my support can prevent it."
