Abstract

It will be necessary to give rather extended consideration to the term "political," since the word is ordinarily used in many different ways. Over the term "strategy" it is not necessary for me to tarry. I assume that we use the word as a con­venient way of talking about a basic pattern for employing instru­ments of power.
