Abstract
Since properly crafted rules of engagement (ROE) are essential to the success of any operation, the importance of the commander's role in this process cannot be overstated. For each commander, ROE represent an integral part of command and control, and they provide the most effective means of implementing the political goals of civilian leadership, as well as the strategic decisions made by higher headquaters.
