Abstract
I am delighted to have this opportunity to speak to such a distinguished audience on the issue of maritime security and to share some thoughts with you about the State Department in general and about how it supports and contributes to your efforts in developing this “Global Network of Maritime Nations” that the sym- posium has gathered to address. My purpose is to talk about global alliances, in this case the U.S. Navy and allied and coalition navies, and to offer a series of rec- ommendations that you may want to consider.
