Abstract

Carnes Lord, professor of military and naval strategy in the Strategic Research Department of the Center for Naval Warfare Studies, U.S. Naval War College, has recently been appointed editor of the Naval War College Press. Dr. Lord is a political scientist with broad interests in international and strategic studies, national security organization and management, and political philosophy.
