Abstract
The epicenter of Indo-Pakistani nuclear rivalry is drifting outward from the subcontinental landmass into the Indian Ocean, from the dusty plains of Punjab and Rajasthan into the world’s most congested shipping lanes. If this haphazard naval nuclearization remains unchecked, its destabilizing effect will spill over into the Persian Gulf and beyond.
