Abstract
What does the nation want the Navy to do? How does one go about ensuring that the fleet has the capabilities and force structure it needs? Examining the challenge Navy leaders faced over a hundred years ago regarding the scale and rate of technological change can help us understand the past better as it relates to the maritime security of the United States today.
