Abstract
We are all familiar with the changes In warfare that have occurred since the dawn of recorded history. Some of these changes have been matter of degree - larger and faster ships, more accurate weapons, quicker and more reliable means of communication. Others have been changes of kind, changes so revolutionary that all states maintaining military forces have had to adopt them or accept a condition of permanent Inferiority and perhaps even extinction of the state itself.
