Abstract
The trouble with talking about seapower is that it is so difficult to say just what it is. The gentleman who first used the term as an abstraction to describe a complex of forces of great historical influence never defined it. This was perhaps wisdom on his part. If you have a good phrase, with a manifest but undefined relation to reality, it is probably best to leave it a little vague and so acquire the support of many who might take exception to a too precise formulation.
