Emily J. Holland, PhD, is an assistant professor in the Russia Maritime Studies Institute at the U.S. Naval War College. Previously, she was an assistant professor at the U.S. Naval Academy, a postdoctoral fellow at the Davis Center for Russian and Eurasian Studies at Harvard University and a visiting fellow at the German Institute for Economic Research (Berlin) and the European Council on Foreign Relations (Berlin).
