Letter from Albert Gleaves, Inspector of Ordnance at NTS, to the Chief Bureau of Ordnance in D.C. declaring that the Torpedo Factory that was authorized by Congress in 1907 was near completion. Included with this letter are two photographs of the new torpedo factory.
