Sir:
At the request of Michael Walsh, a Chief Machinist now serving on board the U.S.S. Leyden, and an applicant for examination for Warrant Machinist, it gives me pleasure to say that the said Walsh served under me as a machinist at the Naval War College through a considerable period; and from my experience of his efficiency and conduct during that time, I am confident that, if he pass the examinations now prescribed, he will be found entirely satisfactory as a Warrant Machinist
