Abstract
The political developments of the past year indicate that there is much to be said for considering the question of whether the superpowers are well on their way toward a peaceful solution of their regional conflicts. As we pose this question we are already giving expression to our hope that the world is coming closer to peace. However, as Henry Kissinger has rightly said, "Securing peace is not as easy as wishing for it."
