Abstract
O’Hanlon presents his blueprint for how U.S. resources should be spent based on thorough strategic and mili- tary assessments. He recommends that the Bush administration set priorities and make the difficult choices. However, the terrorist attacks of “9/11” and the completion of the 2001 Quadren- nial Defense Review (QDR) have changed fiscal conditions and defense strategy.
